Regarding Administrative Affairs

Taking measures that enable the college to fulfill its mission in the community, in coordination with the relevant departments at the university.

Nominating individuals deemed necessary for contractual employment.

Supervising the preparation of class schedules, the distribution of courses among faculty members, and examination timetables, and coordinating with other educational units and the Permanent Scheduling Committee.

Supervising exam committees and their work, ensuring results are announced on time, and submitting items requiring approval to the relevant university authorities.

Assigning personnel to assess academic, technical, and administrative needs of the college and working to meet those needs in coordination with the relevant university departments.

Following up on the implementation of circulars and instructions issued by university-related or other relevant entities.

Monitoring maintenance matters, assigning responsible individuals, notifying the Services and Maintenance Department of maintenance needs, and ensuring execution.
-
Submitting a comprehensive report on the college, including statistics, academic affairs, and all aspects of college activities.
-
Approving regular and emergency leaves for college employees, provided the Faculty and Staff Affairs Department completes the necessary procedures, in accordance with regulations.

Signing identification letters for all college staff members, provided they are not experience certificates.

Forming temporary committees to organize college operations or perform certain tasks, provided no financial burdens are imposed on the university.

Preparing performance evaluations for department heads and submitting them for official approval, and approving evaluations prepared by department heads for faculty and administrative staff within the college or institute.

Distributing summer vacation periods among administrative staff, workers, and support staff, and submitting the approved distribution to the Faculty and Staff Affairs Department for further processing.

Communicating with counterparts at other universities, public institutions, and government departments on matters relevant to their colleges.

Additional Provisions
-
In accordance with Article 37 of the Higher Education and Universities Council Bylaws, the Dean submits an annual report on the college’s academic affairs and activities to the University President at the end of each academic year.

As per Article 38 of the same bylaws, Vice Deans assist the Dean and, in the Dean's absence or vacancy, the most senior Vice Dean acts on their behalf. One of them also serves as the Secretary of the College Council.

Regarding Financial Affairs
-
Requesting payment of the college’s various entitlements (if any) after obtaining prior approval before incurring any expenses.

Monitoring inventory activities (if the college has a warehouse), authorizing withdrawals, and signing warehouse receipt and issue memos.

Regarding Student Affairs
-
Supervising the preparation and review of the college admission plan, coordinating with the Deanship of Admission and Registration, and submitting it early to the relevant university authority.

Direct supervision of student activities within the college according to the activity plan approved by the University Council, in coordination with the Deanship of Student Affairs.
-
Overseeing students' academic and behavioral matters and fostering an environment conducive to academic success.
-
Forming specialized committees to address and remedy negative student behaviors and referring cases requiring disciplinary action to the University’s Student Disciplinary Committee, ensuring decisions are carried out.

Imposing disciplinary actions on students in accordance with applicable regulations and referring necessary cases to the Student Disciplinary Committee and ensuring the enforcement and communication of decisions.

Regarding Faculty Affairs

Authorizing faculty to give lectures or approved extra sessions, after prior departmental approval, and submitting payment requests after verifying the availability of budget allocations.

Recommending approval for government entities to utilize college faculty for lectures or participation in seminars or workshops within the Kingdom, provided it does not affect their college duties and imposes no financial obligations on the university.

Recommending faculty participation in thesis defenses (Master’s or Ph.D.) within local universities or colleges upon request, provided it does not affect their teaching responsibilities and does not result in financial obligations for the university.

Recommending postponement of regular leave for faculty, lecturers, and teaching assistants when necessary, in accordance with the relevant regulations.

Monitoring faculty course loads and teaching assignments.

Regarding Academic Affairs
-
The Dean chairs the College Council pursuant to Article 33 of the Higher Education and Universities Council Bylaws.

Approving the College Council agenda, setting the meeting date, and inviting members to attend.
-
Receiving proposals from academic departments and faculty members on academic and other matters and forwarding those requiring higher-level decisions.
-
Forming academic, technical, and other necessary committees, provided no financial burden is incurred, and referring any financially impactful matters for approval prior to implementation.

Direct supervision of academic seminars and similar events organized by the college.
-
Overseeing development and quality activities, preparing executive and operational plans, and monitoring their implementation.
-
